The Wall Street Journal reports on December 15 that IBM has outlined a plan to ship as many as 4,730 software programming jobs to India, China, and other developing economies under the guise that the move "will result in winning new contracts." The Journal culled the information from internal IBM documents. The job transfer will affect IBM's Application Management Services group, which employs more than half of the company's 315,000 employees.
